David,

Two things that worked for me.
1. Make a loop of picture hanger wire and vice-grip it tight to use to 
pull the hook into the hole.
2. Use a heat gun to gently warm the webbing while pulling.

Be patient. It will work.

Arrrgghhh!!!

Anybody have a wonderful tip for getting the webbing under the seat bottoms
streched and the little @#&*!! hooks into the even littler holes on top 
of the
seat bottom frames?  I've been pushing, pulling, wedging, vise-gripping, and
prying for quite a while and have finally achieved all but the last two of
them...  (on the first seat)

Does anything but stubbornness and persistence work?
