I think the other time was a setup. Looked like a rent-a-cop to me. 
Certainly did not react like a real cop.

It has really been fun watching Captain Slow wake up this year.

I would still like to see a season or three of Charlie Cox with Richard 
Hammond and Sabine Schmitz.
