You would if you wanted a bit more than the original 50hp out of a
wheezy fully smogged 1500!
 
Admittedly, I did put "normal" NJ plates on my Cosworth because I had
intended to drive it more as a daily. So far, it has passeed the
biannual smog test (idle only for 1975) no problem.

I just fail to see the 'need' to save the trifling amount(s) (I have
FOUR 
(4) cars that DO qualify) vs even just one "ticket/yanked/court/towing"
