I have an Austin A40 the will not start if the temp is below 40*. It 
drove me nuts for many years.
Different dizzy, different carb, no change.
It turned out to be the starter motor. Just not enough oomph when it was 
cold out.
I do not know why, or the problem magically went away when I replaced 
the starter, but for a few years that car (if it would have fired up) 
would have been driven into the bay.
