That's what I thought until the same thing happened with a brand new pedal, 
 I bought to replace it!  I subsequently switched to the later 1500 
throttle  pedal which has to be the single best part on the 1500 Midget and a 
straight  swap to any earlier Spridget.

It  is not necessary for the floor to have been replaced, nor for the
gas pedal  to be re-positioned. All that is necessary is for the rubber
socket on the  back of the pedal to be old and worn so that the
connecting rod can pop  out. Yes, it is very "disconcerting" to
discover at a competitive driving  event ;-) WOT in first or second
gear can get away from you  quickly.
