You've got it derf.   Only problem I can think that Michael may have is that
the Luger may have never been registered at all.  He may have to go through
his local FFL because of this. I really don't know.  I've shipped
commemoratives (in fact have one for sale at the moment) and collector
firearms a number of times but they were all registered already.  An
unregistered WWII relic may pose some problems that only another FFL holder
can solve. Also, California is a bit trickier due to state level
regulations.
