In the early days of time trials the police were active in trying to catch
the offenders and disrupt the meetings etc. Times have changed and at
least when I last checked cycle races can still be held on the public highway,
with police permssion - a bit like the tour de France.

The British have a number of silly rules.

It all started with bicycles a long time ago.

Racing bicycles on UK public roads was outlawed after a serious accident
occurred with a pedestrian.

A workaround by race organizers was devised. Riders would be sent out on
the course individually, without any markings on their cloths (or bikes) so
as not to raise the suspicion of the law. Their times through the course
would then be measured.

This is how the "individual time trial" was born.
