[Spridgets] Windshield washer arms

Okay I know someone knows a way to do this.B  I have traced down my rainy day
leak to the windshield wiper arm holes through the body and then down behind
the dash.B  HowB do I loossen, fix, and then seal or tighten these withoutB 
removing the dash? Does the "bezel kit" from Vic Brit work?B  Is there
something better?
