I always favored the idea that we let the Politicians who start/promote/declare
the wars, fight the wars.
Put them in a closed arena, supply the arms (swords, maces, halberds, pikes --
you know, the good stuff) and see who wins and if they like it.

Yes, and let's include paying upfront for each and every war we decide to
engage in! I bet if we got hit with a tax surcharge to begin with the
politicians would have a more difficult time starting, I mean entering,
