Looks like you need a thackery washer.  It's hard to see in the Flickr video
because Flickr plops their "start the video arrow" right over the parts in
question, but it looks like you have two flat washers installed on the end
of
the rocker shaft instead of one flat washer and one thackery washer.  A
thackery washer is a wierd sort of combination of a spring and a washer.
