[Spridgets] BE front brake question(s) 1960

Replaced the left front wheel cylinders (and rubber brake line) on the 1960
BE.

The shoe springs do not appear to be holding the brake shoes snug against
the wheel cylinders. Springs are not stretched and the lower shoe is just
hanging there. If I adjust the brakes so there is a little tension holding
the shoes in place, then the drum won't go on easily. 

And the arc of the brake material on the two shoes does not line up with the
curvature of the backing plate; the leading edges of the brake material is
really leading. Previous owner?

For reference, the original VW Bug, had brake springs like this but those
springs really snugged the shoes into place, and the brake shoe material
lined up with the curvature of the backing plate.  Ideas??   .bill in
