-1) CA used to require a real Mickey-Mouse type of add-on, but
doesn't anymore.
2) Yes, it just means to tune "properly". Interesting note on
having my TIGER "smogged" this last December:
The "tech" who smogged my car said DMV gets "real suspicious"
when an older car passes the test first time.(Must be their
statistical modeling-damn those MBA graduates anyway!)
PLUS... they get to charge $29.95 for the initial hook-up &
THEN...$15.00 for the "re-test" below:
a) So, they run a "baseline" of where your car is, but isn't
an "official" test.Sniffer in pipe, but machine not on test
mode.Take readings of where your car "is".
b) Look in the book/computer on what your car's max limits are.
c) Then adjust timing/idle mixture, etc. so car FAILS first
"official" test by being OVER MAX limits.
d) "Dial the car back in" to pass specs.
e) Turn off test. Owner is then free to "re-adjust" car back to
"original" desired state of tune pre-test.
f) This is a "fail-safe" way to pass. When I made my appt.&
informed the shop of make & model car, they suggested I
bring a small screwdriver & distributor wrench to re-set my
car the way I wanted it AFTER their test. Legally, they're
then not responsible for any tuning the car owner does
later, even seconds later on their premises. This I did
before I drove home, "pass"-certificate happily in-hand
g) The whole re-test is a scam by the state to collect extra $!
The tech said DMV will come investigate any shop that passes
older cars on first test.The shop owner has various types
of HI-PO & race cars and thought he was being efficient by
passing a lot of older model cars first-time. Then the state
"smog-police" visited & explained their procedure, and that
older cars JUST COULDN'T be in tune, so needed the re-tests.
Never mind that the owners probably took pride in their
rides and kept them tuned anyway!!!!

Can somebody explain what it means to "smog it"? Does it mean you have to add
some sort of emission control device, or just have it tuned properly so that
it passes some baseline emissions test?
