Rusted Seat Belt Bolts

I recently bought a Tiger and am trying to get it road ready (legal and
safe).  One of the thru bolts for the Seat belts broke off and I would
like to know if anyone has any suggestions on how I can extract the
stud.  I would like to remount the belt into the same hole and so I
don't want to damage it any further.  I am in the San Jose area and
if there is a place you can recommend that can solve this problem, I
would appreciate.
