What's with this guy Kopp?  Two months ago he was barking louder than 
anyone else in favor of Smog II, and especially for the "gross 
polluter" aspect of the new law.  Why suddenly pardon all those pre '72 
gross polluters that he thought should be crushed?

I don't question that he's behind SB42, rather, along the lines of Paul 
Rische's comments below, I'm just waiting for the other shoe to drop.
