Good question, Doug.  It is done after, as you couldn't join the flat stock
into a welded tube if it were coated in the sheet.  The coating would
contaminate the weld.  The question to ask is how well was the coating
applied to the outside? To the inside?  There are grades of goodness
everywhere.  "You get what you pay for" is really misleading.  Sometimes you
pay and don't get.  Rarely do you get without paying.  Moral: You've got to
know the difference, or trust the source.
