One thing that works pretty well for removing rubberized gunk is dry ice. Put a
bag of the stuff on top of whatever you're going to chip off, wait for it to
cool, and chip away. Watch out for flying tar chips, and also keep your hands
away from the metal so you don't get frostbite.

When I moved back to Canada from CA, they all told me not to eat yellow snow. No
one said anything about not licking metal signposts in winter.
