Can't use the URL directly, as it is a result of a search engine, but having the
Section 23109 helped find the paragraphs with that search.  The pertinent
description, aside from the severe penalties, is defined in "Section a", which 
is
pasted here from the code.


23109.  (a) No person shall engage in any motor vehicle speed
contest on a highway.  As used in this section, a motor vehicle speed
contest includes a motor vehicle race against another vehicle, a
clock, or other timing device.  For purposes of this section, an
event in which the time to cover a prescribed route of more than 20
miles is measured, but where the vehicle does not exceed the speed
limits, is not a speed contest.

Since the speed limit was NOT exceeded, per Allan, and who knows whether 20 
miles
was intended, as the event was stopped by the off duty officer before that could
be covered.  The other vehicle, not being stopped, has no input as to the 
intended
length of the below speed limit 'rally'.

While the penalties could be severe, the proof of violation is not in existence.
I believe you are still innocent until proven guilty in this country.
