Larry,

I have a brand new dash sitting right here and the hole next to the glove
box cubby is smaller (counter sink) than the other three holes "at the top".
I've been told by others that this is what to expect as well.  This also
seems to be backed up by the fact that the clip on nut thingy at the hole
near the dash cubby hole is a smaller size than the other three holes "at
the top".  You are correct though that the two holes at the bottom where the
lower dash roll pad bolts pass through the dash are not counter sunk.
