Turn signals

My new Tiger failed state inspection today partly for a slow and dim
right turn signal (such a minor nit!).  I've been trying to track
down the problem, so far without luck.  What kind of voltage should I
be getting out of the flasher unit?  (Be kind.  I'm flying without a
workshop manual -- it's been ordered.)  Any hints are appreciated.
