If you check the other side of the rear bumper
you should see the bracket you are missing.
It's basically a 'C' shaped bracket which
surrounds the gas pipe.  You can use this as a 
pattern to make the missing one. There is a welded
nut to it which the bumper bolts go to.

No welder in his right mind will weld next
to those gas pipes.  You are going to have to
remove the pipes and tanks.

The front bumpers are attached to nuts that
are welded on the ends of the frame horns.
These are highly prone to rust here in the
salt regions.  You'll have to fabricate something
to fit.

What scares me is those many rotisseries that
bolts to these nuts. They are barely strong enough
to hold a bumper, let alone the car.
