On May 5, 2004 Jay Laifman posted the following two quotes from Websites:

Starting this year, tire makers are required to use the last four digits to
indicate week and year. Nonnamaker said that was required when it was
discovered that some tire dealers were selling tires that were more than 10
years old. "
