Sure is big enough to have had some esoteric application!
"Tiger metal part 003.jpg" as what looks like (to me) and axle hub for
bearings and perhaps a small wheel.
This is the only picture with this part, but originally there was
probably a mate on the other side.
As a wild guess, I would think it was meant to have some small, rubber
tired wheels and hub attached to allow part of the car to be lowered on
to the "quick-add" axle pair. This could be to manuever the car on the
garage floor for some repair work.
On the other hand, if I were to check the track width of small railroad
tracks, as used in mining and manufacturing plants, this may have
allowed flanged rail wheels to be mounted, and the drive wheels to bump
the car along the track.
Look for score marks on the chassis, where those pairs of curved ears
might fit to transfer small side loads.
