LAT 70 Wheels - Identification

On the inside of a LAT 70 wheel, it includes the following markings:

"SRC 1300"

"Los Angeles California" - can only read a part of these words.

"Patent Pending"

"5.50X1300"

Is this a reproduction LAT 70 wheel and if so, what can you tell me about 
them (manufacture, when produced, quality, etc)?
