Thanks for all the comments, guys.  Sorry about the mostly blank message
earlier.  I've got this new smart phone, and I'm still getting used to
it...   And I wasn't about to try typing all that with my thumbs again
 
More info now, anyway.
 
I'm pretty sure the problem is the outer boots on the pistons.  I had to
squish them down to get the pads in,  The pistons were all the way in.  
 
The pistons and seals were well lubricated with DOT5 when they went in,
Girling rubber grease inside the boot, etc.  The pistons slid all the
way to the bottom with only the expected amount of force.  And no leaks,
so I'm pretty sure the seals are correctly seated.
 
Once I got the pads in I tried turning the wheels, and thats when I
noticed the excessive drag, no surprise considering how much I had to
squish the boots.  There was  no fluid or pressure in the system, no
booster issue, the car hadn't run for a couple weeks, so no vaccuum.  I
had pre fitted the pads, grinding a bit off the backing plates so that
they would be free in the calipers.
 
When I got home tonight I drove it up and down the street, a mile or so
each way.  A mile out, my IR thermometer said the disks were around
150F, about as hot as you would want to touch.  A mile back, almost no
brake use, and the temps were about the same.  The brakes and booster
work OK, though I probably need another round of bleeding and readjust
the rears, but otherwise OK.  I'm sure this is a lot warmer than the
disks would have been before the rebuild.  
 
I'll try a longer drive tomorrow.  I still have to old thinner pads, and
I'll pop those back in if I have any worries for getting to the show on
Sunday.
