Well I'll be, that is correct. I had to go out to my Tiger to
verify.
It seems strange that the hold down bolt was not shortened. Sunbeam
idiosyncrasies are amazing.

The hole below the spare tire hold down bracket is to leave space for the
end of the bolt who hold the spare tire in place. There is no grommet on it.
