If it were my engine, I'd probably just work the high area around the stud
holes down a bit with a hand-held file or stone.  Then if it burns again,
you can try having the block resurfaced.

Be sure to check for anything else that would limit clamping force, like
distorted studs or damaged nuts.  A new nut should spin easily all the way
down the threaded portion of the stud; if it binds partway down the stud is
likely distorted and should be replaced.
