Peter---If the rings weren't seating you should also be using a lot of
oil, like maybe a quart every 300 miles, or so. Certainly too much for a
rebuilt engine. Several things could attribute to this non-seating,
including poor honing of the cylinder walls, too rich in the fuel dept.
(thereby washing the walls,) wrong rings, etc.   Except for the fuel
mix, whoever rebuilt the engine should stand behind their work, should
you not be able to hold a reasonable number in the leak-down.
