Alan---The eyeball vents are held snug with a circle of felt padding.
This padding somemes gets out of place and must be recentered to the
part that swivels. It is necessary to take out the "demister" hose that
is clamped to the vent, remove the vent and see what's what from the
back side. You should be able to relocate the felt padding with a thin
screwdriver, or something similar. You'll be able to test for the
desired friction before reinstalling the vent.

You could also try squirting some soapy water thru the sides of the vent
and hope it finds the target. I doubt that this would last very long,
tho.
