Carburator Adjustment

My '70 TR with Stromberg's is indicating, per the Haynes Carburator Manual,
a lean condition when lifting the piston in each.  The rear three spark plugs
are
fouling badly and raw fuel is collecting in the retard vacuum line on the
rear
carburator.  I have not found a reference to this problem in any of the
manuals
that I have, so I'm requesting the "Forum's" advice.
