Ken,

There are tabs on the diaphragm that fit into recesses in the air valve and body
to properly align the rotation of the air valve. The two cutouts face the 
engine.

If it is idling fast with both butterflies shut and no vacuum leaks, air/fuel  
mix
is probably getting through one or both bypass valves. You may need to do a
general rebuild of the valves with new diaphragms.
