Walt----With the vacuum retard line disconnected and plugged, set the
timing as close to 12 deg. BTDC as you can get it, using a timing light.
When (and if) you reconnect the retard line, the timing should retard 16
deg. if the system is operating as designed. This puts the timing back
to 4 deg. ATDC.  If it falls short of the mark, don't change the timing.
It's better to have the timing correct when the engine is off the idle
speed. If you should want make it like when the car left the factory,
you'll have to look for the causes of why you are not getting the full
16 deg. of retard.
