window washer bottle bracket/washer pump

I just installed a new window washer bottle bracket. The previous one was
rusty and that strap was broken. The strap on the new one seems too small
for the bottle. Is this normal? It doesn't seem to want to stretch around
the bottle.

Also, my washer pump runs fine, but the impeller has disintegrated. The
motor looks brand new. Is it possible to get a new impeller, or am I just
being cheap?
