Don---Seepage when the tank is full sounds like the hose clamps that tie
the tank to the filler neck needs to have their bolts tightened. If you
can turn the gas cap by hand, the clamps aren't tight enough, or the
hose is split.

Check by removing the backboard trunk liner. You'll see the two hose
clamps and the screws. If the hose is the original and dead, you may
want to replace it with one that is compatible with fuel. Go from there.
