Seth,
Your battery, by itself, will only produce about 12.5 volts. The alternator
should produce around 14.6 volts. If your voltmeter is accurate but only reads
13.5, your alternator is not producing up to snuff. Using a good voltmeter,
measure the voltage on the main feed wire from the alternator with your engine
at a high idle (2000rpm or so). If you are not getting close to 14.6 volts, you
need to have your alternator tested.
