Mike---To get "full throttle" you can disconnect the linkage at the
pinchbolt arm. Disconnect the return spring.
 Prop open the air valves, so you can look into the carbs. Pull the
linkage back, by hand, to see if the throttle plates open all of the
way. If the plates are full open, loosen the pinchbolt and adjust it so
the linkage will reconnect with the throttle open. 
Allow just a little bit of play, so there's no chance that the throttle
will stick in the wide open position.

The above can be done with the gas pedal nailed to the floor, with a
brick or something. Doing this also assures that there are no obstacles
in the cockpit to interfere with full throttle.

Reconnect the return spring. The gas pedal should now be even with the
top of the brake pedal, when both are at rest, as the factory intended.

Further lowering of the gas pedal can be accomplished by bending down
the bottom half of the pedal. (Leaving the top of the pedal where it is)
This is easily done, as the rod is mild steel.
