Many years ago, I had to pull my tank to clean out unknown contaminants
maliciously put there by others.  I used a lot of water, then rinsed
with alcohol which absorbs the water.  I believe I used isopropyl but
ethanol will work also.  If you want to dry the alcohol further, you can
rinse again with something lighter such as acetone or lacquer thinner.
Just be careful of open flame.  Using this method, you can use a lot of
water and pressure to rinse out the stuff.  The alcohol and acetone will
eliminate any residual water that remains.  If you want to be certain
that there isn't any water contaminating the gas when you refill, use a
gas dryer additive in the first tank.
