According to another site:
"To determine a tire's age, check the serial number. On tires made prior 
to 1999, the last three digits of the serial number will indicate the week 
and year a tire was made. 
For example, if the last three numbers are 228, it would mean the tire was 
made during the 22nd week of 1998. 
Starting this year, tire makers are required to use the last four digits 
to indicate week and year. Nonnamaker said that was required when it was 
discovered that some tire dealers were selling tires that were more than 
10 years old. "
