Is it just me, or are all the damn skills you _really_ need summarized by
"Hey Joe, can you get me a copy of the course map off that
internet-thingy?"

You're missing the point. Some folks, by necessity, will have to know
about the course design ahead of time. So the issue isn't "Should they be
published?" its "What method best ensures that the most people will have
access to the course maps?" The web is a great answer there.
