Ks. Region does not make close to that much money.  The hosting region has 
many manhours of responsibilities and has to furnish some things.  The 
toughest part is finding enough volunteers for all of the duties.  There are 
also logistics which go on virtually year around.  It takes a lot of phone 
calling to fill all the work slots.
