I'm not an SP person but my 2002 "handbook" is handy.

IMHO ... no.

I see nothing that specifically permits such a mod, and the general rule is
if it doesn't say you can, you can't.

The Bodywork section covers 10 areas -- Fenders & bumpers, factory trim,
strut bars, seats, steering wheel, spoilers & cosmetic trim, roll
bars/cages, fuel cell, fuel tank, foot pedal covers. Nothing on headlights
or electrics there.

The Electrical System section covers five areas -- ignition
setting/adjustment, battery size, battery location,
starter/generator/alternator, wiring harness. Again, nothing permitting
headlight removal.

And FWIW, the opening sentence of the  SP rules said the cars must be
"capable of being licensed for normal road use" and it is my understanding
that all 50 states do require two working headlights to be so licensed.

Of course, real SP folk may have a different answer to the question, or a
different solution than ducting through a headlight opening.
