There's a great deal of options installed at the port of entry.  Larger
batteries, cold weather packages (all of North America btw), "factory"
A/C, etc.  

I've asked this question before, several times, of SCCA officials.  I
get either 
(a) blown off for asking a difficult question that involves thinking;
(b) told since it's not a dealer installed option, it must be factory;
or,
)) told since it's not a factory installed option, it must be dealer.

Normally, I take (b) as the point of view.  However, some of the port
options, like A/C, are specified by the dealer.  That can put the A/C in
question.  Doubly so since not all the A/C's are installed at the port,
some are trunk kitted for the dealer to install.
