You can remind the regions all you want (until you are blue in the face) but 
until the course designers and safety stewards enforce this  (along with the 
rest of the safety rules) 100% of the time then the potential risk remains 
higher than it should.
At Ft. Myers, two Porta-potties were not far off the finish path - what a 
dreadful scene that would have been!!!  :)   :)
