I got asked last weekend at the Tour why gasoline prices in California
are so high and I know there's been discussion about the adverse impact
such prices are having on autox travel costs this year. This document
(follow the link below) from the California Energy Commission's website
gives a decent explanation for a variety of gasoline cost-related
questions. There is also a short report from a couple of economists at
Cal about vertical integration and policy choices - like not allowing
the majors to own retail gas stations (some states do this) that you can
find on the CEC's web site if you want. It gives a breakdown of retail
margins by year and discusses the important/beneficial impact of
independent gasoline retailers.

The CEC is also looking at requiring tires to be labeled for their fuel
economy and/or enacting rules so that replacement tires would have to
provide fuel economy similar to OEM tires. (that's actually what I was
looking for when I found this gasoline piece ....)
