If it's a non-turbo, it's just fuel maps & timing maps, plus removal of the 
155MPH speed limiter and boosting the redline fuel-cut to 7200RPM.

If it's a turbo car, it does exactly the same as above, but comes with other 
bits to modify the stock boost control system.  Those other bits wouldn't be 
allowed in SP.
