  I glued my headlight covers on with Probond polyurethane glue and am
confident that they will never come off.  I made new brackets out of
stainless- mine were rusty too.
But, you could clean yours and drill a bunch of holes in the top which
allows the glue
to penetrate through and harden.  If you do that,  they should not come
off.
