Seatbelt wires

Before I put the carpet in my '75, I need to figure out how the seat belts 
are wired up.  None of the wiring diagrams I have show the seatbelt 
connections.  There is a T shaped connecter under the dash, on the passenger 
side, with a black and a white wire.  Is this for the seatbelts?

I'd leave them disconnected, but I don't want to drive around with the 
seatbelt light on all the time.
