Not necessarily, but it could make things more difficult.  If you legally own 
the car and have a bill of sale then you should be able to get a title.  In 
fact, you can get a title even without a bill of sale (a lein for example).  
Is this the car that the couple in Texas bought to restore and then changed 
their mind?  Didn't they eventually figure out the VIN?
