All good suggestions; in addition I would heat the bolt a bit after the
penetrating oil is applied. This will help the oil penetrate better.
WD-40 probably isn't the best oil to use in this case since it seems
to burn at such a low temperature. Try another brand or hydraulic (not
brake) fluid. Repeated heating and fast cooling works well to free up
frozen bolts too but you might have trouble squeezing a LR into your
freezer. Try ice water.
