One option that was left out was a plasma cutter; the proverbial hot
knife through butter when it comes to cutting steel (or other metals).
You might be able to rent one of these.

Drilling out spotwelds:
Bosch makes a tool similar to Eastwood's called a 'Rota-broach' with
different size heads available.  The cutting heads are replaceable and
it's a lot cheaper than Eastwood's.  I found mine at a local industrial
supply house.  Worked great on my E-type.
