I worked in a motorpickle shop as a young man (last year, wasn't it?)
and we did a lot of custom cables, mostly for dirt bikes.  We had a
pot of molten solder going all the time just for doing this.  Just dip
it in.

If the end is frayed at all, go ahead and solder it from the end back
a ways, THEN cut the frayed part off (after it cools thoroughly). 
You'll have a clean end to work with.
